BREAKING: International Arrest Warrants Issued for Top Algerian Intelligence Officials in State-Backed Kidnapping Scandal

Journalist Hichem Aboud announced this evening that international arrest warrants have been officially issued against General Rochdi Fethi Moussaoui and Colonel Souahi Zerguine, also known by his alias “Mouad”. Both men are high-ranking operatives in Algeria’s foreign intelligence service (DGDSE) and have been central figures in a growing diplomatic and judicial crisis.

The warrants, which follow months of investigation by French and Spanish authorities, represent a significant escalation in the international response to state-sponsored repression allegedly orchestrated by the Algerian regime in Europe. The two officials are accused of orchestrating covert operations, surveillance, and attempted kidnappings of Algerian dissidents living in Europe, under the guise of diplomatic missions.

General Moussaoui, the current head of the DGDSE, is believed to have personally supervised several of these operations, including the attempted abduction of activist Amir Boukhors (Amir DZ) in April 2024. Colonel Zerguine, described by intelligence sources as the “coordinator of global clandestine operations abroad,” is alleged to have overseen operational logistics and liaised directly with senior figures in President Tebboune’s inner circle.

The announcement marks the first time that Interpol-level action has been taken against active Algerian intelligence personnel. It is seen as a watershed moment in European efforts to hold foreign regimes accountable for extraterritorial repression on their soil.

Further legal and diplomatic developments are expected in the coming days.
